As the head of the region noted, within the framework of diversification of the region’s economy, priority areas, including coastal infrastructure development, were identified.
The action plan for the development prospects of the Mangystau region developed in response to the instructions of the President of the country, given at the recent meeting of the Security Council for the development of the Caspian region, included a number of measures to develop the coastal infrastructure and seaports.

One of the main objects of support for oil operations in Kazakhstan sector of the Caspian Sea is Kuryk seaport. At the same time, engineering and social infrastructure of Kuryk work settlement is almost ready for the beginning of full-scale work on the development of offshore fields.
In order to create a transshipment point for ferry traffic, JSC KazMorTransFlot developed a feasibility study for the construction of a railway ferry complex in Kuryk port.
As the general director of KazMorTransFlot JSC Marat Ormanov stated, Kuryk port has good prospects and its potential can be used for the development of shipbuilding and ship repair facilities, ferry traffic.
Advantages of the coastal strip near Kuryk village include favorable climatic conditions (the bay does not freeze, favorable wind rose, sufficient depth), distance from the city, possibility of expanding production capacity, availability of free territory for construction, a wide range of transshipped products including dangerous goods.
M. Ormanov informed the participants of the meeting about the technical and economic parameters of the investment project.
Construction of the ferry complex is planned for 2013-2016. The coordinator of the project will be the akimat of Mangystau region and JSC «NC «Kazakhstan Temir Zholy». LLP «Ersai» takes over the construction of the railway line from Eraliyevo station to Kuryk village with its subsequent transfer to the project implementer.
At the same time, financing options for the project were discussed; in particular, it was proposed to build a ferry complex at the expense of borrowed funds or using public-private partnership.
Baurzhan Mukhamedzhanov noted that JSC KazMorTransFlot should provide clear parameters of the land plot for its withdrawal to the akimat of Karakiyansky district. In addition, the participants of the meeting discussed measures of state support for the effective implementation of the project.
Summing up the discussion, Akim of the region stressed that developing ferry transportation in Kuryk port is a fundamentally important task for the region. According to the basic forecasts, the total volume of potential cargo traffic per year will make 1249.47 thousand tons.
«At the initial stage, we must take into account all options for the development of Kuryk port, discuss and decide what is specifically required for the implementation of the ferry complex construction project. Only after this, we can submit the project to the Government,» — the head of the region noted.
