As the head of the region noted, within the framework of diversification of the region’s economy, priority areas, including coastal infrastructure development, were identified.
The action plan for the development prospects of the Mangystau region, developed in response to the instructions of the President of the country, given at the recent meeting of the Security Council for the development of the Caspian region, included a number of measures to develop the coastal infrastructure and seaports.
One of the main objects of support for oil operations in the Kazakhstan sector of the Caspian Sea is the Kuryk sea port. At the same time, the engineering and social infrastructure of the working village of Kuryk is almost ready for the beginning of full-scale work on the development of offshore fields.
In order to create a transshipment point for ferry traffic, KazMorTransFlot JSC developed a feasibility study for the construction of a railway ferry complex at the Kuryk sea port.
As the general director of KazMorTransFlot JSC Marat Ormanov stated, Kuryk sea port has good prospects and its potential can be used for the development of shipbuilding and ship repair facilities, ferry traffic.
Advantages of the coastal strip near the village of Kuryk are favorable climatic conditions (the bay does not freeze, favorable wind rose, sufficient depth), distance from the city, the possibility of expanding production capacity, the availability of free territory for construction, a wide range of transshipped products, including dangerous goods.
The construction of the ferry complex is planned for 2013-2016. It is planned that the akimat of Mangystau oblast and “NC” Kazakhstan temirzholy” JSC will be the coordinators of the project. Construction of the railway line from the station Eralievo to the village of Kuryk is taken by the Ersai LLP with its subsequent transfer to the project implementer.
At the same time, the financing options for the project were discussed, in particular, it was proposed to build a ferry complex at the expense of borrowed funds or using public-private partnership.
Baurzhan Mukhamedzhanov noted that KazMorTransFlot JSC should provide clear parameters of the land plot for its withdrawal to the akimat of the Karakiyansky district. Also, the participants of the meeting discussed measures of state support for the effective implementation of the project.
Summing up the discussion, akim of the region stressed that developing ferry transportations in the port of Kuryk is a fundamentally important task for the region. According to the basic forecasts, the total volume of potential cargo traffic per year will be 1249.47 thousand tons.
“At the initial stage, we must take into account all options for the development of Kuryk port, discuss and decide what is specifically required for the implementation of the ferry complex construction project. Only after this, we can submit the project to the Government for consideration,” noted the head of the region.
