In 1991, on December 1, our country elected its first President based on the result of a nationwide election. In fact, that day the history of independence of our country started.
On December 1, Kazakhstanis celebrate the Day of the first President of our country. The holiday was established in order to highlight and recognize the outstanding service of the first president to the Republic and all the people.
The first president of the Republic of Kazakhstan, Nursultan Nazarbayev, is the founder of a new independent state that ensured the unity of Kazakhstan, the protection of the Constitution, human and citizen rights and freedoms. According to the Constitution, the President of the Republic is also the Supreme Commander-in-Chief of the Armed Forces of the country

December 1, 1991 in a result of the first nation-wide elections, N. Nazarbayev was re-elected to the post of president of the Kazakh SSR. One of the first steps of the first president was the signing of the law on the renaming of the Kazakh SSR to the Republic of Kazakhstan on December 10, 1991. And six days later – on December 16, 1991 – the Supreme Council proclaimed the state independence of Kazakhstan, which meant the proclamation of Kazakhstan as a sovereign state. The first December days of 1991 became really crucial for Kazakhstan, which determined the development of an independent Republic.
Nowadays, Kazakhstan is recognized by the international community as a modern democratic state. Much credit belongs to N. Nazarbayev, who heads the Republic since the establishment of his post on April 24, 1990. It should be noted that only the real leader, the present President at that time had sufficient authority to issue in the most difficult conditions the most important state acts that ensured the real sovereignty of Kazakhstan.
Thus, on August 29, 1991, N. Nazarbayev signed a decree to close the Semipalatinsk nuclear test site. On October 25, 1991, the Presidential Decrees formed the Security Council and the State Defense Committee of the Republic. Earlier, the President issued decrees “On the transition of state enterprises and organizations of Union subordination to the jurisdiction of the Kazakh SSR” and “On the creation of the gold and diamond fund of the Kazakh SSR”.
Tackling economic problems of the country, the First President – the leader of the nation Nazarbayev paid no less attention to the maintenance of peace and harmony in the Kazakh society. In this sense, the Day of the First President can also be called the Day of Unity and Tolerance of all Kazakhstanis.
The balanced internal and foreign policy pursued by the Head of State ensured the creation of a modern, dynamically developing state with a socially-oriented economy.
The state created legal and social and economic conditions for the harmonious and all-round development of citizens, respect for their rights and freedoms, the preservation of interethnic harmony and the formation of civil society.
“Ethnocultural diversity of Kazakhstan is our advantage,” highlighted Nursultan Nazarbayev. “This is the development potential.” Our president derived the formula of social unity, the Kazakhstan model of interethnic and inter-confessional consent, which is based on the principles of friendship, tolerance and joint achievement of strategic goals. This unique model is being studied intently throughout the world, it has no analogues. For the first time in our country in March 1995, the Assembly of Peoples of Kazakhstan was established – an advisory body under the President of the Republic, whose activities are aimed at maintaining stability in society.
In 2010, Kazakhstan was the first CIS country to chair the OSCE, and Astana became the venue for a historic international summit. This happened thanks to the enormous international authority of Nursultan Nazarbayev. And here is a new historic success – the capital of Kazakhstan Astana was chosen as the venue for the most prestigious international exhibition EXPO in 2017. For the first time in history, the highest-level exhibition will be hosted by the country of the Central Asian region and the CIS.
This is a reminder that in 2010 President Nazarbayev was given the status of the leader of the nation. Thus, the people’s representatives agreed that Nazarbayev, until the end of his life, is vested with power independent of the status of the president (coordination of the developed initiatives in the main areas of domestic and foreign policy of the state). Also, in accordance with the amendments, he and his family members are completely exempted from criminal liability. Among other things, draft laws provide for criminal liability for damage to the images of the first president of Kazakhstan, public insults and distortions of the facts of his biography.
